Two constituents of Kaduna North Federal Constituency have petitioned the National Drug Law Enforcement Agency (NDLEA) over a publicly reported allegation of cocaine use involving their representative in the House of Representatives, Mohammed Bello El-Rufai.
The petition, dated September 8, 2026, was signed by Abubakar Hayatu of Kabala Ward and Musa Tukur of Unguwar Gaji Ward. It followed an allegation made publicly on social media on August 29 by Bashir El-Rufai, identified in the petition as the lawmaker’s biological brother.
Several media reports have since documented the social-media exchange, while noting that the allegation has not been independently verified.
Addressed to the NDLEA Chairman and Chief Executive Officer, Brigadier General Buba Marwa (rtd), the petitioners said they were not asking the agency to presume the lawmaker’s guilt or subject him to an unlawful compulsory test.
Instead, they requested an independent assessment of the allegation to determine whether there were lawful grounds for further investigation.
The petitioners argued that, if established through competent evidence, alleged unlawful drug use by a serving federal legislator could have implications beyond a private family dispute because of the responsibilities attached to his public office.
They attached a schedule of documents to the petition, including the original signed petition, public statements, contemporaneous media reports, indexed exhibits, preserved screenshots and SHA-256 references relating to the evidence submitted.
A separate courier and delivery record attached to the package indicated that it was sent through UPS and bore an NDLEA receiving stamp dated September 8, 2026.
The constituents urged the agency to take any lawful investigative steps it considers appropriate and, where practicable, communicate its administrative decision on the petition.
The allegation remains unverified, and the petition itself does not establish that the lawmaker used cocaine.
