Governor Alex Otti of Abia State on Wednesday unveiled a new electricity mini-grid regulatory framework, describing it as a turning point in the stateβs push for reliable, affordable, and sustainable power supply.
Speaking at the Banquet Hall, Government House, Umuahia, during the formal adoption and validation of the regulation, Otti said electricity remains the βspark that ignites the fire of progressβ and is central to Abiaβs economic transformation agenda.
The governor explained that the framework was designed after months of consultations with policy experts, investors, community leaders, and energy consumers, stressing that it would expand access to electricity, especially for underserved and unserved communities across the state.
βWith this framework, households and businesses can look forward to a new dawn of energy sufficiency. Mini-grids will not only lower the cost of doing business but also create jobs, boost agriculture, and reduce rural-urban migration,β Otti said.
He acknowledged the support of the International Solar Alliance (ISA), noting that the initiative aligns with global commitments to renewable energy and a carbon-neutral future. βOur strategic intent is to make the most of the abundant sunlight in Abia to improve electricity generation and supply,β he added.
Highlighting the impact of the 2024 Electricity Act signed by President Bola Tinubu, the governor said Abia had already established the Abia State Electricity Regulatory Authority (ASERA) to strengthen oversight. He assured investors that the mini-grid system would complementβnot threatenβconventional power operators, as the market is wide enough to accommodate all players.
Otti further promised that the regulatory framework would remain flexible to evolving technological and commercial realities, ensuring fairness for both investors and consumers. βNothing is cast in stone. Laws and regulations must adapt to the needs of the community,β he said.
The governor commended his Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, for driving the process and charged the ministry to intensify engagements to attract investors.
Reaffirming his administrationβs commitment, Otti declared: βOur target is to double energy output, achieve universal access to electricity, and ignite the spark that will make Abia the number one destination for businesses and families.β
