The National Population Commission (NPC) has inaugurated five strategic committees to oversee the implementation of its Census City Project in Surulere, Lagos, under a fully unsolicited Public-Private Partnership (PPP) arrangement.
Speaking at the inauguration ceremony held at the Commission’s headquarters in Abuja on Tuesday, NPC Chairman, Dr. Aminu Yusuf, represented by the Federal Commissioner for Delta State, Hon. Blessyn Brume-Ataguba, described the move as the beginning of a structured and accountable process aimed at delivering a project of national significance.
He stressed that the initiative must be executed with precision, transparency, and strict adherence to regulatory standards.
The Census City Project, according to the Commission, is a strategic intervention designed to reposition the NPC for improved efficiency, operational coordination, and long-term sustainability.
Dr. Yusuf explained that the project would be executed using a Design, Build, Own, and Operate (DBOO) model, which allows private sector partners to finance, construct, and manage the facility within clearly defined contractual terms.
He assured that all processes would comply with relevant laws and guidelines, including provisions of the Infrastructure Concession Regulatory Commission (ICRC) Act and the Public Procurement Act of 2007.
The newly inaugurated committees include the Project Delivery Team, Advisory Team, Standard PPP Monitoring Committee, Project Steering Committee, and Evaluation and Negotiation Committee, all of which form the governance structure for the project.
The NPC Chairman noted that the effectiveness and integrity of these committees would be critical to the credibility and overall success of the initiative.
He charged members to uphold the principles of transparency, accountability, and value for money, while maintaining confidentiality, avoiding conflicts of interest, and adhering strictly to timelines and reporting requirements.
Dr. Yusuf reiterated the Commission’s expectation of delivering a bankable and well-structured PPP transaction that would generate measurable and sustainable value for the country.
The event was attended by NPC Federal Commissioners, the Director-General, representatives of the Infrastructure Concession Regulatory Commission, officials of Beacon Square Limited, and members of the various committees.
